86. Support to Caribbean Startups and Innovative Firms within the Blue Economy

Objective
The consultancy had two main objectives: (a) to design an Institutional Strategy and a Sustainability Action Plan for the Institute of Maritime Affairs (IMA) to increase its institutional capacity to support start-ups and innovative companies in the blue economy within the Caribbean; and (b) to build institutional capacity in the IMA to effectively implement the Institutional Strategy and the Sustainability Action Plan that were developed in point (a).

To achieve this objective, the following activities were carried out: interviews and focus groups with relevant actors; bibliographic analysis and development of a comparative database; analysis of the current institutional strategy of the IMA; SWOT analysis; analysis of previous events to promote innovation in the blue economy in the Caribbean; mapping of the entrepreneurial and innovative ecosystem of the sector in the Caribbean (through the Pozo Solís stakeholder mapping model and a PESTLE analysis); institutional gap analysis (using the McKinsey 7s model); analysis of the regulatory and legislative context and proposal of necessary changes; development of a CANVAS for non-profit institutions for various sectors; identification of financing needs and strategies; assessment of potential partnerships with key actors; design, validation and execution of result validation workshops; design and implementation of training sessions to build institutional capacity.
