24. Evaluation of the Science and Technology Program (FINCYT)

Objective
The objectives of the project were to analyze the degree of fulfillment of the goals established for FINCYT, measure the impact of the Program, and analyze the strategy adopted for its implementation and subsequent dissemination of results. The four components of the program were evaluated: (i) technological innovation projects; (ii) Research and technological development projects; (iii) Strengthening and creation of capacities and (iv) Strengthening and articulation of the national innovation system.

Methodology and activities performed
The analysis was carried out both at the level of the Project as a whole, and for each of the FINCyT instruments. For this, a series of information gathering and analysis activities were developed. Two matrixes of indicators were constructed (one at the Project level and the other at the level of the instruments), surveys of beneficiaries, visits and on-site interviews, and a bibliometric analysis of Peruvian scientific productivity were carried out. Those corresponding to the call for tender, evaluation, approval and follow-up were evaluated. An analysis of the organizational structure and the information, monitoring and evaluation systems of FINCYT was carried out. A 'real' FINCYT organization chart was developed and compared to the original organization chart. In turn, technical assistance activities were carried out, such as: workshops, seminars, trainings, etc. Finally, an estimate was made of the economic impact of the program in different companies analyzed, taking into account the type of innovation, technical results and economic results.

Results
Recommendations for improvement were made in relation to the following dimensions: organizational design, project selection, information system, project monitoring, periodic evaluations, administrative processes, dissemination and decentralization of FINCYT.
