15. Designing Competitive Innovation Funding System in Azerbaijan

to develop a system of competitive funding and a grant program aimed at improving quality factors and generating greater autonomy in institutions of Higher Education System of Azerbaijan.
I made a priorities study, based on a deep research of pre-existing documents and reports, as well as supplementary interviews of key actors. I organized an international experiences workshop, in which the best approach of Azerbaijan case was discussed. Additionally, I interviewed key actors and potential beneficiaries and reviewers and finally I performed a training workshop.
I wrote an operational manual, which contains a general design of processes involved in the competitive fund, a description of subsidy programs, a description of the organizational structure responsible for implementing the competitive fund, among others.
